Energy management systems. Requirements and guidance for use

In accordance with the amendments to the Law on Increasing Energy Efficiency of the Republic of Lithuania, which entered into force on 10 October 2025, companies whose average annual final energy consumption over the last 3 calendar years (hereinafter referred to as the assessment period) was higher than 23.6 GWh must implement an energy management system no later than 2 calendar years from the end of the assessment period.

In accordance with the Law on Increasing Energy Efficiency of the Republic of Lithuania - Energy Management System - a system for setting and implementing energy efficiency goals defined by international and European Union institution standards, certified by a conformity assessment body, covering monitoring of actual energy consumption, energy efficiency improvement and progress measurement actions.

Requirements for an energy management system are set out in the ISO 50001:2018 Energy Management Systems standard. An energy management system that meets the requirements of the ISO 50001 standard is a systematic, data- and fact-based process with the primary goal of continuously improving energy efficiency.

Energy efficiency indicators and energy reference values ​​are two interrelated elements used in the ISO 50001 standard that allow organizations to demonstrate changes in energy efficiency. Effective implementation of the ISO 50001 standard enables organizations to systematically monitor changes in energy efficiency and plan energy efficiency improvement actions. By reducing energy consumption and increasing energy efficiency, organizations increase their competitive advantage, reduce greenhouse gas emissions, and contribute to climate change mitigation.
